Question Bad FPS on CSGO but good PC

I recently built a new pc and started playing csgo. However, I only get between 20-40 fps when benchmark says i should be getting 240ish. I've tried everything to fix it (uninstall/reinstall, messing with various launch options, settings cpu priority to high, all low settings in-game, updated GPU drivers, etc.) but nothing works. I can run other games like fortnite and warzone well (144fps and 70fps, respectively). My specs are Sapphire Radeon RX5600XT, AMD Ryzen 5 3600 (if you need additional information I can provide it). Any possible solutions would be much appreciated.

Was hoping to reset the game by deleting the cfg file, guess not.

Looking around regarding Adrenaline specifically, some people rolled back to solve issues.

I will give it a shot. A new bios was just released 5 days ago for my motherboard (MSI B450 Gaming Plus Max).

EDIT: I updated the bios and now my frames are rapidly fluctuating in game. It will go from around 20fps to 90ish all the way up to 300fps then come back down to 20. It keeps cycling like that.
EDIT 2: I notice that when I die (in deathmatch) and am respawning, my fps goes really high (300) but when I am back in the game (moving around/shooting etc) my frames will drop back to 20-40fps
