Bad FPS with decent setup

Just recently built a gaming PC which has:
GTX 1070 8gb
16 gb of RAM
Intel i7-8700k
MSI Aorus gaming 5
Gold 650w
Corsair H115i Liquid Cooler

Im getting terrible frames on alot of games like Arma 3 which gets around 30-40, EFT getting 50-60.
Ive updated all my drivers and have Windows 10. Also went into setting and set my power plan to high performance and set my perferred GPU to the GTX 1070. Extremley confused on why im getting so bad of fps on a decent setup. someone pls help.

so why not use the optimized settings then from geforce experience and don't sweat a few fps. you can always experiment with everything to fine tune it from there. i would not try running ultra settings off the bat, play around with stuff and see what effect it has

I have Geforce experience installed but how exactly do I let it determine the settings? Only a couple are on ultra while the rest are on high or disabled. *Update* just figured our how to optimize ill go run arma and see how it does. Just ran it and im now around the 40-50 FPS but I still feel like with this setup I should be getting much more.

No, not graphics details and stuff. I mean the resolution. Are you playing 1080p (Full HD), 1440p (WQHD) or 2160p (UHD/4k)? Because if you on 2160p your frame rates would be quite good!

If MSI Kombuster works I just ran a benchmark test at preset 1080 and my score was 9459. Not sure what that means but if you need me to go with cinebench let me know.

ill answer this honestly, idk. Id assume 1080p but if you can help me figure out for sure that would be nice.

yes I downloaded Geforce Experience and let it optimize the game. So far ive reached a max of like 48 FPS.
