Bad FPS with low gpu/cpu usage! HELP

Hi I have a problem when I try to play games such as Battlefield 4/3 or Call Of Duty Advanced Warfare my cpu usage does not exceed 70-80% and my gpu doesn't go over 60%

My System:
CPU: FX-4100 (Stock, worse fps when oc'd to 4.0-4.3Ghz)(After Market Cooler)
MB: AsRock 970DE3/U3S3
GPU: Sapphire R9 280 Dual-X Factory OC
Ram: Corsair Vengeance 4GB 1600Mhz
OS: Windows 8.1 64Bit

When I run 3D Mark11 Advanced my gpu usage goes to 99-100% where as all my cores don't exceed 50-60%

HELP Please!
 
I think that your CPU is holding you back, bottleneck. BF4 is cpu and gpu intensive game. If you are doing any synthetic benchmarks cpu usage will be low befause is more gpu intense than cpu intense operation thats why your gpu goes to 100% and cpu stays low for most of synthetic benchmark except benchmarking physics which is cpu intensive. What you can try is switching your browser to Firefox and set it as primary when playing any multiplayer games. I posted that a lot and it help a lots of people with low fps/lagging spikes etc. 4 GB VRAM is enough for BF4 and other games so far. Let me know if that helps.

I just read that your CPU hits 90 while gamingso that means its throttling on you cause of heat issue. Try removing heatsing, cleaning cpu and heatsink base with isopropyl alcohol untill nice and clean and apply some TIM suck us MX-4, Arctic Silver or Tuniq and see if that helps.
 
Aftermarket coolers don't always help you by giving you better performance... The help by giving your cpu more room to overclock or run at peek usage for more... That by default results in more stable fps and general user experience.
