Bad frame rate watching Youtube. Which part to upgrade?

I hooked up my PC to my TV and when I watch youtube videos, it stutters, I get bad frame rate. I can only watch on 480p and below. 480p is smooth, but barely. 720p/1080p lags really bad and I get 100% CPU usage on task manager.

I downloaded a 1080p movie and it runs on VLC pretty smoothly and I get 55-60% CPU usage.

Which part(s) will I have to get/upgrade so I can watch 1080p YT videos? CPU? Ram? Video card?

Unfortunately, the seller of the CPU says that they do not offer international shipping.
I could buy the RAM though. With the USD to CAD conversion + shipping, it'll cost me $41.35 for the RAM sticks.

Well, that is fine. Just make sure to check if you have DDR2 or DDR3 ram, (curical memory checker)

CPU, just look up Core 2 Quad Q6600. should pay 10-20ish bucks

Okay, perfect! In Canada, we use ebay.ca instead of ebay.com. I checked 'Core 2 Quad Q6600' on ebay.ca and theres a couple for 12 dollars.
I am going to pull out the RAM cards on the PC right now to see if they are DDR2 or DDR3

EDIT: Oops. You mentioned Crucial memory checker, So I don't have to pull out the ram cards. lol

Alright cool. The scanner shows a bunch of DDR2 compatible memory

On the left hand side it says Maximum Memory: 4GB. Does that mean I can't go above 4GB or is that just telling me that, that is the original PC specs?

Up to 20 buck, you could get a SSD with the leftover, speed things up a lot!

Hopefully I will be able to run videos smoothly once I install the new components. This PC is actually for my grandpa who likes to watch youtube videos and such.
