Bad framerate with a gtx 1050ti

So i bought this new gtx 1050 ti from gigabyte and for some reason im getting 80-40 fps in CS:GO while i get 60 fps stable all the time on Tomb raider the reboot
my specs

GTX 1050 TI

intel Duo core E8500 clocked to 3.6ghz

4GB ram

500TB hdd

800W psu by Creative

so im really wierded out by this i get frame drops to 40 fps in csgo which is basically really hard to play with since csgo is a competative game but on the other hand i max out other game that are way more demanding like tomb raider the reboot and get 60 fps on ultra all the time
any one can shed me some light here of what the hell is going on?

PS: lowering options in csgo on to lowest does barley any noticable frames

Well the fact that dropping your settings to low in CSGO does nothing tells me you have a cpu bottleneck, as all of those settings are for the most part GPU intensive so if lowering them does nothing your cpu is the problem. Which does not surprise me as its a 9 year old dual core. If you want to verify this get some software like msi afterburner and monitor gpu and cpu usage while playing, if cpu usages is higher you have a cpu bottleneck which will cause frame dips in cpu heavy scenes say during an explosion or when a lot of players are on screen.
