[SOLVED] Bad gaming performance after upgrading hardware

I recently upgraded my pc hardware.

Intel i5-9400f
Gigabyte b365m mobo
8x2 16gb ddr4 3600mhz corsair vengeance lpx
Gamemax 750w psu

My gpu is about 2 years old gtx 1070ti cerberus.

After upgrading I've notice a terrible cut to my frames in game as well as performance. It's choppy and has small freezing during loading of areas. Is there something else I need to do to fix this issue? I have done a fresh install of windows as well. Also I have all the drivers installed for my gpu and my mobo.

Gpu temp is 60
Cpu is 50
When gaming. I have enabled xmp in the bios. But it says the profile is for 2666mhz even though my ram is 3600mhz and I can't seem to turn that up in the bios. Bios is updated as well as all drivers. I used nvidia experience to update the gpu but Ive been reading I shouldn't use that. Even overclocking the gpu does produce any results.

I'm at work right now. But I'll double check when I get home. From memory I think my cpu was 40% and my gpu was 99%

I didn't upgrade. I have the same LG ultrawide 75hz monitor.

So I went home on lunch break and ran a game and saw my cpu was at 100%. I ocd my cpu from 2.9ghz to 3.8. Performance got a little better. Higher frames. But still its at 100%. I've tried closing services

Now it's reached 60 degrees and I was running another game and my gpu was at 70-85% usage. Dragons dogma to be precise

Figured out my issue. My ram wasn't offset in my mobo for dual channel. I had them side by side. I found a guide for this mobo and saw I installed ram wrong. Now my cpu isn't ay 100% while gaming.
