[SOLVED] Bad gaming performance after upgrading hardware

I recently upgraded my pc hardware.

Intel i5-9400f
Gigabyte b365m mobo
8x2 16gb ddr4 3600mhz corsair vengeance lpx
Gamemax 750w psu

My gpu is about 2 years old gtx 1070ti cerberus.

After upgrading I've notice a terrible cut to my frames in game as well as performance. It's choppy and has small freezing during loading of areas. Is there something else I need to do to fix this issue? I have done a fresh install of windows as well. Also I have all the drivers installed for my gpu and my mobo.

latest bios? turn memory xmp profile on in bios?

which gamemax psu? doesn't look most of them are good

cpu/gpu temp and usage during the game?

Gpu temp is 60
Cpu is 50
When gaming. I have enabled xmp in the bios. But it says the profile is for 2666mhz even though my ram is 3600mhz and I can't seem to turn that up in the bios. Bios is updated as well as all drivers. I used nvidia experience to update the gpu but Ive been reading I shouldn't use that. Even overclocking the gpu does produce any results.
