Bad GPU or driver issue?

Hey guys, hope I'm in the right spot. Anyways I just got a GTX 760 Twin Frozr 2gb from my cousin. He mailed it to me in really good packing. Anti static bad bunch of those packing beans and whatnot. Anyway the gpu worked up until the day he shipped it and I received it the next day. However when I try and use it there is horizontal white lines all over the screen from boot and also in the bios. I already tried another card which works fine, tried another monitor, HDMI and DVI cable, reseating the GPU. I am completely out of ideas, and I don't want to have to spend another $350-$500 for a new GPU. Please any suggestions would be very helpful

anti static bag, or were you commenting on the packing peanuts? can you upload a picture of whats happening? if the card shifted to the outer edge of the box during shipping, very weel could of suffered impact damage.
