Question Bad Graphics Card?

Weird issue. My pc randomly shut down, and it gave me the message “over current detected on usb device” I removed all devices from the ports and unplugged the front panel connector; but it still gave the same error. I decided to remove the graphics card (EVGA GT 1030)
And it booted fine.
When ever I put the graphics card in it does the error again. It makes no sense because it’s not a usb device. Do you think this is motherboard ended or GPU ended issue?

Any help would be appreciated

Question is, does the GPU heatsink touch the components of the motherboard?

No, it doesn’t, but luckily the issue has seemed to resolved itself
