Question Bad Hit Reg/Invisible Packet Loss On Good Pc

Its been around 1 year since I've had this issue I'm starting to take action now cause I'm trying to improve and this becoming a huge problem lets start with my pc specs
AsRock z390 4-IB
i7 8700k
2080 MSI
4400mhz ram
850 watt corsair psu
NZXT x73 for cooling
Ive done every single basic troubleshooting from installing a new OS to getting a router and 1gig plan for myself I just wanna know how many people have this issue and if theres people that have solved it.
It just feels like youre having packet loss/bad hit reg but the game says youre not getting packet loss and you see the ping counter and its fine no spikes no red lines, you ping google.com and everything is perfect, pc temps are great (under 70c while playing) but when you shoot at someone this happens.. Like how is that even possible
I see people that play on different regions on 100+ ping and their shots always connect this never happens to them but it happens to me when I'm on 25-30 ping so something is going on and its been happening a lot lately

and thats only when shooting you can't imagine what happens when I build I just feel so delayed my crosshair placement is just the worst Im not consistent at anything even tho im putting more than 10hours and grinding and not changing any settings I doubt is mental some people actually keep saying is mental when theres clear proof of it.

First off, the PSU you've stated, only has the wattage and the brand of the unit. You will need to mention the model of the unit. Second, what ram kit are you working with? DDR4-4400MHz on your platform seems a little too much. Though we can look into the ram kit's timings, to see if that changes the issue. Speaking of rams, what motherboard BIOS version are you currently on? As for your motherboard, Google shows two options when looking for your motherboard, which one do you have? Phantom gaming 4 or the Phantom Gaming 4s?

On a similar note, what version of Windows 10 are you on? Did you recreate your bootable USB installer for Windows 10 using Windows Media Creation Tools?

Ok so I'm back sorry for that,
1.) The PSU is a corsair RMx series 850w ATX12V 2.4/EPS12V 2.92 80 PLUS GOLD modular power supply, it only has 2 months cause I've been trying to upgrade my pc to fix this issue is so weird I get like 60fps input delay super inconsistent delay (even tho im on 240 stable) and shots dont register is so weird

Thats the specific ram I bought since I had a 2666mhz.. the timing are 19-19-19-39, I used to have the issue with the 2666mhz that came with my pc aswell (I could notice myself being faster with the 4400 oh and the ram is runing at 4100mhz cause thats what my motheboard lets me put it on

3.)I'm on the 4.00 bios the reason you couldn't find any info about the motherboard is because the motherboard is a "special model" from iBuyPower (thats why is phantom gaming 4 I-B) yes my pc is a prebuilt but Ive changed everything except the motherboard, cpu which is a 8700k and gpu which is a 2080 msi and they both are running great in the pc I dont know if one of those two could be the problem I dont get those huge fps drop and everything looks good in the benchmark

4.) My pc is optimized on windows 7 is where I get more stable fps and mouse response feels better while gaming I can go on windows 10 but It will feel even worse I doubt is a OS issue cause the problem happens on both OS and have tried almost every windows 10 version

(You can't even see the other person shoot it just skips it while you can see me shoot first and the shot doesn't even register, he is also on 70 ping playing from another region and Im on 15 ping in that clip)

UPDATE!!: I FIXED THE ISSUE (WELL MADE IT 99% BETTER) for some reason I decided to try wireless and all my shots starting connecting everything I did felt consistent across
all games Im actually so happy because I can't believe I was playing with this delay the difference is night and day and Im on 240hz but Im not only here to only update the thread, so once I switched to wireless everything felt perfect I had to play for a long time to make sure it wasn't placebo and it wasn't...but I noticed something else my ping stays stable on 12-14 and every 3-4 seconds it goes up to 50-60 then back down to 12-14 this happens on all games so I tried pinging google.com and it happens the same thing every 4-5 pings it spikes up to 40-45 then back down is there anyway to fix this or make it more stable?
