I did a memtest64 test and it showed that 95% of my memory is working because prior to this i had been getting the occasional blue screen of deaths and the error codes mainly related to memory problems, so could bad memory be slowing down my bios time because i would usually have 5.9 second bios time and now it sits between 20-40 second.

Of course, yes. If your memory is faulty, it can be like that. Replace it.

But how did you get 95%? Usually the tool will show a count of errors not a percentage.

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)

to have a look what the problem could be:
run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth
