[SOLVED] Bad Mobo or something else? Mobo USB ports not getting power and no display/bios on screen

Hey guys! Currently putting together a build for a friend of mine and currently have no power to any USB ports (from the chassis or the Mobo) but everything is getting power. The CPU fan, the case led, the gfx card, the power button turns everything on, the works!
Except I have no bios showing up on the screen...
We’ve reseated the RAM, checked all connections for the power components on the MOBO and still nothing on screen nor does it give power to any of the USB ports (checked with known good keyboards and mice that have backlighting)

I’m thinking it’s a bad mobo but wanted to check for a second opinion.

Specs are:

ASRock B450M-HDV Motherboard
2x 8GB GSkill Ripjaws V DDR4 RAM
Ryzen 5 3rd Gen 3600X CPU
Gigabyte AMD Radeon RX 5500XT graphics card
Corsair CX 750 PSU

EDIT: With just the bare minimum plugged in there is still power to the leds, the cpu fan and case fans but usb still no power and no POST using the integrated gfx on the mobo

Does the motherboard box say "Ryzen 3000 ready?"

If not, you may need a BIOS update prior to getting a POST with the Ryzen 5 3600x and a B450 motherboard.
