Bad pcie or bad card?

I had a 8400 gs and on this page i was told that i had to test the card in case something wrong..
I went to my friend place and tested the card. Fortunately the pc booted and beep twice. But there were no display.Fan running normally. But when i insert same card for mine.. No beep fan running slowly and restart keep going like this.

I think when the problem start i had bought a 9400 gt second hand which was working but sometimes show artifacts when playing games.. I thought the heatsing wasnt attached properly to it.. So i took 2 small screws and screwed it on the card. When i insert it the pc didnt boot at all..
Then i threw it in the bin and bought that 8400 gs so i got this prob
