bad performance after just built the pc for christmas

hi i have a gtx 10606gb founders edition, core i3 8100, 16gb of ram, 550 evga power supply, and a gigabyte z370p d3, and 2tb hdd, and i have been getting bad fps and microshutter that might be from my 60hz monitor and everything is up to date i see people with the same build get get fps and performance and i was wondering if anyone can help
 
What game are you playing?? When you're playing, can you press Ctrl-Alt-Del and click on task manager and the performance tab to see what your CPU usage is?? The i3 most likely doesn't have enough threads for that game.

Also, you can turn on Vsync in the game to see if that smooths it out. If it doesn't smooth then you have a problem. If it does smooth then it's most likely your monitor is too slow. Vsync works great for single player games, but it'll cause input lag for competitive multiplayer games. So keep that in mind.

i use 1980x1080 and any game it happends my usage/temps for cpu are the usage is 30 to 55 to 75 or 80 and gpu are 55 to 75 cpu temp is 35 and gpu 40 i able to send a video if some kind because i feel that you would understand better

so i just ran another test and my cpu usage was at like 30 or 25 when nothing was really happening and gpu was at 55 or 65 or 75 the game im playing is fortnite and is that normal for the usages to be low when nothing is happening and i get these microshutters before we get on the bus and it always happenedes and should i run other games to see how that goes

so instead of fortnite i played apex legends and for some reason my gpu is at 75 or 79 and my cpu is at 25 30 or even 18 WHY so frustrating

yes that helped the problem a little its not as bad but what about the cpu usage because i doesnt matter what game i play its low alot of the times
