The game also recommends 16GB of ram meaning, its drinking up every bit of that 8GB of memory you have in your system causing slowness because your system has no memory to spare for other resources.
You already have the i5 8600k CPU that's a great gaming chip.
Add more RAM, and search on ebay for a higher end 10 series card for cheap, You can legitimately drop in a 1080 TI for less than $600 USD right now. Or wait for NVidia to launch the next series and wait 1-2 more months for...

For one, he's got a GTX 1050 not a 1050 Ti. Second, the GTX 960 is further behind the GTX 970 than you think, the gap is the furthest between those two cards than any other 2 consecutively numbered GTX 900 series cards.
