Question Bad performance from RTX 3080, reinstalling drivers fixes it, but problem returns on restart

I'm having a weird problem where I get really bad performance with my RTX 3080. I'm talking 20-40 fps in games. I updated my drivers, which temporarily fixed the problem. Started getting 140+ fps like usual. But when I restart, it's back to 20 fps.

I've tried this several times, so it's quite reproducible on my system. My guess is that something is changing some setting when I restart my computer, but I have no idea what. Anyone know what it might be?

My specs are pretty decent.

The PSU is about 2 years old: CORSAIR - RMx Series 850W ATX12V 2.4/EPS12V 2.92 80 Plus Gold Modular Power Supply - Black

Mobo bios is version 2601, the latest version for my ASUS ROG Maximus XII Hero Z490 (WiFi 6) LGA 1200 (Intel 10th Gen) ATX Gaming Motherboard, 14+2 Power Stages, DDR4 4800+, 5Gbps LAN, Intel LAN

Power plan is the windows High Performance one.

I just tried a completely clean driver installation after using Display Driver Uninstaller, but the problem persists.
