Question Bad performance in Apex Legends with i7-6700 AMD and R9 390 8GB with low settings

With my current setup I am getting issues in my games where performance dips low in FPS even though I am playing on lowest settings. I get around 50-70 FPS in most games and its really bothering me as I have no idea what is causing the issue =[
i7-6700
AMD R9 390 8GB

Resolution in the games: 1920x1080 16:9
I have Two monitors and for that reason I play the games in Borderless fullscreen

Games: Apex Legends, Black Ops 4 and Rainbow Six Siege

I am not sure what information I should include, if there is, please tell me

Install MSI Afterburner and configure On Screen Display. This will show you the temps and load of all of your internal components. I suspect your graphics card will be pegged at 100% load and will be limiting you in these gaming titles. You are in order for a graphics card upgrade. What is the refresh rate of your 1080p panel?

I will check that next time I play. The refresh rate of my monitor is 60hz
