Question Bad performance in games with a decent PC

For around 3 months now my PC is underperforming in games. Games started running worse, started getting lower FPS. Tried some diffrent solutions, nothing worked. Recently got a new motherboard and additional 8GB of RAM but still nothing changed. From what i can tell so far it's a problem with my GPU. https://www.userbenchmark.com/UserRun/14726578 We can see that being a thing on the benchmark. I went ahead and overclocked my GPU, didint change much expect for a slighty increased FPS in some games. I did not have such a big problem with perfomance in the past.

According Userbenchmark none of your components were underperforming; it even states the graphics card is performing above expectations.

Is there any data from something like MSI Afterburner which can monitor hardware behaviour while playing a game?

The game is running on ultra settings with resolution 2560x1080 and even thou the FPS are good, the game isnt smooth and the value is constantly dropping by 30-40 FPS. It was all fine just yesterday, and ever since i have this PC. Such CPU and GPU usage happens in multiple games for example Sea of Thieves, Forza Horizon 4, Dota 2 (all 3 run on low settings with 70-90 fps and sudden drops)

In those both CPU and GPU are close to maxing out. If either ever hit 100% then I would expect some impact on performance.

Have you tried logging the monitoring? I would look at CPU (all cores/threads), GPU and RAM usages and frequencies; CPU and GPU temperatures; fps and frame times; and page file usage. I suspect there's uneven frame pacing resulting in the lack of smoothness; question is whether we can identify something which causes it.

I put on some additional info you asked for in the overlay and also logged the game (started the logs while joining the game, ran around for like 5 minutes and closed it hope its enough)

Going back to the Userbenchmark results it looks like you're using one stick of 8GB RAM and two sticks of 4GB. It's often mentioned mixing and matching RAM can affect performance. I would go as far as suggesting removing one particular set of RAM, close as many applications as possible before going into the game again to see if it will help.

The solution you posted sadly did not help. Instead of trying to fix this with my own hands and help of yours ill just send it to the service as i still have the warranty. Hopefully they can fix this. Thank you for your time and help with my problem.
