Question Bad performance with high end PC

So, im kind of confused in many ways.
I have a high-end PC and still get way worse FPS in many games than some of my friends with way worse PCs.

My setup:
RTX 2080 Ti
Intel i9-9900KF
2x16GB @2133MHz
ROG STRIX Z390-F Gaming
1TB M.2 SSD
500GB M.2 SSD
1TB HDD

While getting low FPS I'm most likely at 40-50°C with all parts.
Task manager also says im just using around 30-40% of the components.

I just dont understand whats wrong. Drivers are up to date. Didnt really change anything in BIOS.
Also I didnt mess around with overclocking or something

Does anybody here have an idea what i could do?
 
What parts are your friends using?
Mainly cpu and gpu?
I can't imagine that you do not have the top dog so far as capability is concerned.
Your 9900kF has 16 threads and it is unlikely that you are saturating all of them, hence a 40% total usage might be normal.
Are the game settings comparable?

What is your cpu cooler?
What is your case and fan setup?
I9-9900k processors get very hot with inadequate cooling.
Have you overclocked?

Consider that you might be throttling and that the 40-50c. you see is because you are running at throttled speeds.

Install HWmonitor.
It will tell you the current, min and max cpu temperatures.
If you see 100c as the max, you have probably throttled.
Also run cpu-Z. It will give you a snapshot of the current multiplier.
You should be running in the 4.3 or better range.

  • - temperature at around 40-75°C
  • - voltages min 0.6 V max at 1.400 V
  • Graphics Card:
  • - temp 40-50°C
  • - voltages 0.7 V - 1.05 V

And what do you mean be throttled? Like, temperature throttled?
 
When the processor senses a dangerous temperature, it will reduce the multiplier or shut down to protect itself.
That point is around 100c.
There can be a yo-yo effect where the processor runs at 47, 1.4v is very high, causing temperature to spike and the cpu backs off to perhaps 25.
That causes reduced fps.
Temperature goes down and the multiplier goes back up and the cycle repeats.
If you test the temperature in the low cycle, it will look ok.
That is why if the max as reported by hwmonitor ever reached 100c, it is likely that it has repeatedly done so causing reduced performance.
If you have a side monitor, put cpu-Z and hwmonitor on it while gaming.
You will see the multiplier and the vcore.
 
Actually, assembling is the most appropriate word.
Some might use built.
What fps are you getting?
What are they getting?
Game performance is determined by the performance of your cpu or graphics card.
Yours are both the very top end.
Compare your game settings to see if there is any difference.
Is your monitor running at max?

I would install MSI Afterburner. Get it running on a side monitor so you can see it while running a game. Once you've started playing something, look at your GPU usage and CPU usage and see what it shows. With a 9900k, the CPU usage may top at at 50% or so (depending on the game) but the GPU should be at least 80%+ (again, depending on the game). Running a demanding game would be the best bet.
 
Put a couple of monitoring apps on a side monitor while you are playing a game.
HWmonitor will give you a lot of info.
See if you can post an image while gaming.
GPU-Z can show what your graphics card is doing.
Even simple windows task manager performance tab.
I would not be too concerned about %utilizations.
Your parts are so strong that they will never be fully utilized.

When stuck for a diagnosis, question your assumptions.

Is your performance comparison valid?

Do you really have a 9900KF or a GTX2080ti?
There are some fakes sold out there.
Unlikely, but you never know.

Do you really have 2 x 16gb working?
Is the ram good.
run memtest86.
Memtest86 is the gold standard for testing ram.
It boots from a usb stick and does not use windows.
If you can run a full pass with NO errors, you should be ok.

Are your games dependent on the internet?
How is that performance.

Best performance comes with games installed on a SSD, not a HDD.

You are fortunate that you can compare with your buddies.
You are looking for any differences.

What is the make/model of your case?
What is your fan setup?
I am looking for adequate airflow to cool some very hot parts.

What is the make/model of your cpu cooler?
I still suspect a heat problem.

The links to hwmonitor and cpu-Z look nothing like what I think you should see. It tells me nothing.
There should be a simple 1/2 screen legible image for HWmonitor.
CPU-Z should be a single small screen like the GPU-Z.
On GPU-Z it is the sensor tab that shows the performance.

I still think you have a cpu heat problem.
The drp4 is a good cooler, but it can not do anything if it does not get a supply of fresh cooling air.
If the front intake fans are not connected you will have dead air inside.
 
Your motherboard is running bios level 0903.
The latest update 1401 indicates a fix that applies to the 9900KS
You might want to update your bios.
