Bad ping spikes due to bad modem?

Hi, i have a 3 year old modem and my internet has just starting playing up with the speed going really slow for like 30 secends then goes back to normal for like a min then repeats. I called my isp and told them about my problem. They did some tests, and after doing all there solutions like fact reset, change filter, its still not fixed. So they came up with buying a new modem, so my question is how do i test if i need a new modem? btw my connection is wired and im the only one using the internet at my house.

section 4.1 log onto the setting page set the display from standard to expert. under tools see if there any log files. if not may have to use 3 party network sniffer to see if the modem or isp losing packets.
log into the modem and look at it log file..to a screen shot and post it here. look for error warning or packet loss. on the desktop if it a few years old too. make sure the ethernet and mb chipset drivers are up to date. run a malware bytes and hitman pro scan. look at windows start up tab turn everything off but your anti virus make sure it not amd or nvidia driver sending info back and acts like spyware.
