[SOLVED] BAD PSU AFFECTING GPU?

So recently, I upgraded my gpu, but I see the usage is only like 20% at first I thought this was a bad cpu bottleneck, but the I saw my cpu was only 20% Can anyone help me with this?

Note: I have noticed that my gpu is not using much valts at all, the website said it would be about 160w usage, im getting 30. Could this be a PSU causing all this?

RAM: 16gb
CPU: I7 8700k
GPU: RX 5600 XT
PSU: 650W (It is about 7 years old)

I have seen many people with this problem (low gpu + cpu usage) but nobody has said how to fix it.

Your CPU is solid; it will take more than a 5600 XT to bottleneck it.

I think you're right about the PSU. If it is your PSU that is causing this, the number of watts isn't the problem (RX 5600 XT requires a 550 Watt PSU) its the age. Eventually these things wear out, some of them much sooner than 7 years depending on which model it is. The fact that it is 7 years old raises a red flag.

Alright, thats good because I was looking to upgrade my psu. But I have a question, I have seen videos of this happening to people, but they had really bad cpu's, yet there usage is still about 20% if you search this up, it seems to be common in a way, so is there anything else that could cause this? Because I dont think we all just have bad PSU's.
 
Sorry, I do not know much about bad CPUs. I do know that a bad PSU can cause multiple types of problems, some of which I have experienced personally.

It's also possible that you are suffering from an unpatched driver problem. I have had experience with both Nvidia and AMD cards and Nvidia seems to do drivers better which is part of the reason I favor and often recommend them over AMD.

For now, I'd say replace your PSU. You don't know it's whats wrong, but right now its the most likely culprit.
