Question Bad PSU? Motherboard?

So I have been posting a lot her trying to trouble shoot my fairly new PC not giving USB or Video output. I bought a 5 beeper and put it on yet no beeps. All my fans and leds come on when I press power except for the one on the case that indicates my hard drive is in use. I’m already going to get a new CPU (Ryzen 5 3600) but was wondering could it be by my PSU(Thermaltake toughpower grand rgb 850w) that shorted my motherboard( ASUS Prime-b450 plus). Do I need to replace everything short of my GPU? I have tried resetting CMOS repositioning my Ram etc and haven’t got it to light up my keyboard or monitor. Help. Also before this happened we had a large lighting storm maybe it was a power surge?

GPU: GTX 1050ti
pSU: thermaltake toughpower grand rgb 850w
Ram 16gb 3200 ddr4 vengeance
CPU: Ryzen 5 1600
HDD: Seagate 2tb
