Ok here is my issue. when i turn on my computer the PSU starts and shuts off after a tenth of a second. I tried another power supply that i was sure worked and got the same thing. So i took out both power supplies and used the paper clip trick to start and got the same thing on both power supplies. just wondering if there is another way to test the PSU i don't have a multimeter to test.

I changed it to a media center case maybe a year and a half ago. it has been running fine. one day it was one then while i was watching tv through it shut off hasn't booted ever since. i thought maybe motherboard because of how the fans would spin for a tenth of a second and shut off never getting me a post. but with trying two seperate PSU's i wasn't sure. I don't have any more PSU's to test with it, and i really don't feel like dropping 150 bucks on one if thats not the issue.

Sounds like the motherboard if you have checked with a known good PSU. Can you put your original PSU in a working PC to make sure it works?

I'd say it's probably not the processor as they allow the fans etc to power up.

Thanks all for the help, I ended up snagging a brand new power supply from work and it booted up. I was Shocked because the other power supply that i orignally tested with worked in another computer. the media PC is up and running!!!!. Thanks again.
