[SOLVED] Bad Stuttering and poor performances when Gaming.

Recently I’ve come into possession of my brothers pc. Before reinstalling windows I went through his pc a little bit, tried a few games on high graphics and had great performance. Now after reinstalling windows, I’m getting poor fps and stuttering. For example I tried playing Pubg and got avg 30 fps on low graphics whereas my previous pc runs 60fps low graphics. My previous pc has a gtx 760 and this one is a xfx Radeon r9 390. I’m not the best when it comes to PC knowledge but I know it should be running better than my previous pc. The performance issues are on every game including csgo and even rocket league. If anyone knows what potential issues could be, please let me know.
 
Solution
1st thing is the severe throttling of CPU. It's most probably from thermal throttling. You need to repaste the CPU which will also make you take a closer look to CPU cooler if it was improperly placed or the fan is malfunctioning.

2nd is the RAM not having XMP enabled but that may be because the motherboard does not support it, I have to check on that...

Run a userbenchmark and post the link to the results here.

Have you checked temps idle and while gaming?

Last thing is the resolution of the monitor. That low of a resolution will make the performance almost entirely relying to CPU. With the thermal issues the CPU is having, you are making things even worse. If possible connect the system to another monitor or a TV.

Ofcourse the highest priority is the thermals of the CPU. You need to take care of this asap.
