Question Bad video quality

Every video I play on my PC, regardless of the quality, looks bad. Both videos from YouTube as well as from my 4K camera look terrible. I tried using different monitors, updating latest drivers, restoring Windows 10, as well as connecting directly to the router (I am running on a WiFi card). The same videos on my phone look fine. I attached a screenshot to show how pixelated and compressed videos look.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: which version of your OS are you working with

Make sure you're on the latest BIOS update for your motherboard and then proceed to uninstall your GPU with DDU and reinstall your drivers with the latest from your manufacturer's support site.

Ram: 16 GB CORSAIR Vengeance LPX
SSD/HDD: 500 GB Kingston SSD
GPU: GTX 1050 Ti
PSU: EVGA 500 W 80+
Chassis: Rosewill Micro ATX
OS: Windows 10 Build 1909
Motherboard is in latest BIOS as well.
