Bad Whine From Computer under load

My PC has started making a very bad Loud whine when playing games like PUBG or when a few video windows are open. I have replaced the GPU in the hope that would be the problem( it was time to upgrade anyway but still...)
The bulk of the computer is 6 years old apart from the 2 SSD's I installed in the last year and the new GPU installed last week.

Could possibly be the PSU. I wasn't able to hear much on the video though.

Sounds like the fan on the cpu cooler to me. Have you given any thought to getting an aftermarket cooler? Not sure what cpu your running but games like pubg demand a lot of cpu power which will heat up the cpu, and in turn make the fan run at it's highest speed.
