Bad Witcher 2 Performance on r9 290x

So, some days ago I bought the witcher 2, in the tutorial sequence I get anice solid 60 FPS but when I get to the first area my FPS falls down to 30. I'm running the game with SSAO and Ubersampling off.

Specs:
GPU: R9 290x
CPU: FX-8320
Mobo: AsRock 970 EXT3

I have had this with a lot of games actually. For example Assassin's Creed III also runs horrible on my PC, Fallout 4 and Skyrim(in some areas) also runs pretty bad. So is there something wrong with my whole setup or are these games in particular just badly optimized?
 
Solution
The Phenom II x4 is the minimum cpu recommended to run the game at all, not to run the game at a solid 60fps on high/ultra. Your motherboard is not good enough to successfully overclock a 125w cpu. You may be able to boot the cpu and browse windows at 4.2ghz, but it almost certainly throttles under loads.

Yeah I know, but the recommended CPU for the witcher 2 is the AMD Phenom II X4 and as far as I know, my CPU is better.

Edit: And I also overclocked my CPU to 4.2 GHZ and my GPU to +80 Core Clock and +100 Memory Clock
