Badge Never Granted

I registered on 02/25/2011, it is now 11/7/2012 and I have yet to receive my Lieutenant badge.
Is this a bug? I'm coming up on 2 years in a few months and would hate to miss getting my Captain badge as well.

Its @ Tom's Guide, as other post mentions. BTW, your Captains & Admiral badges will follow suit ! !
