Badly Optimized AC4?

Is Assassins creed 4 badly optimized or is it my PC?....
My Specs are=
CPU- AMD FX6300 3.5ghz
GPU=Geforce GTX650 2gb
RAM= Transcend 1333mhz 6gb.
Resolution=1366*768
OS=windows 8

I used to play AC3 on very high settings and i used to get 40fps.But when i play AC4 on mid to high settings, my frame rate drops sometimes 30 to 14fps.....I know the game uses nvidia's latest innovation but they both run on the same engine and thats not fair.
Do guys think Watch_dogs demands specs more than AC4?

Do you have vsync on?
I played it fine all the way through with 50-60fps on land and 60fps+ at sea

U have two AMD 270X in Crossfire. That is reasonable fps
