I have some MP4s and of shows and movies. It was a pain watching a video where the volume is loud and low and that was a pain hitting the volume constantly.
The sound in the audio is now great, but in movies all saved in MP4 the sound is balanced out good, but how to lower the background sound?

Well for starters how about telling use what format the sound is in, e.g. are these Dolby or DTS or aac sound tracks and if you can tell how many sound channels there are e.g. 5.1 7.1 or 2.0. Then tell us how you're playing them, e.g. from files on usb stick directly connected to your TV or from a computer using what software program. Then tell us what equipment is involved, e.g. is this just a TV with internal speakers, a sound bar or what.

As far as software solutions there are players like MPC-HC which has a built-in Normalization feature which helps make all the files it plays the same volume. You could try something like that so see if it help level out your volume problems.

You'll also have to tell us what you mean by "background sound" in movies, e.g. do you want to be able to hear the dialog louder or more clearly.

sure
Audio sound is in mp3.
When ripping my DVDs to the computer, i use Wondershare. UniCoverter to rip them as the same source as the DVD itself.

As for the sound settings, When converting my video, I set the audio setting to auto.

Edit:

Ocenaudio is what i use to even the high and low sounds settings

I looked at the Ocenaudio website, I'm not sure that I would use anything like that since it seems to be overly complex for the task. If you continue with that program it might be better to rely on the compressor function to reduce the variations in sound levels. You could possibly get better results in Ocenaudio by combining the Normalize effect with the compressor and noisegate.

So, u telling me that i need to use both, compressing and normalizing.

I know, the first time i started working on my audio files, using Audacity and others, i used the compressing effect. But when i played that file, it made it worse, it brings out noise background in the file. Instead of a normal sound, like in dvds and on tv, it just brought out the worse sound.

Normalizing should always come first. First there's regular Normalizing to raise the maximum peak signal to zero dB. If you think the dynamic range between the volume being loud and then low is still to high you could also apply Loudness or RMS Normalizing where the average RMS level of the sound is increased and the dynamic range is decreased. Then if you're still bothered by the difference between loud and low, compression would be the next option.

My TV series that i have now on MP4 files, after messing around with the settings in my audio editor, i finally got that better, no up and down on the volume.
Some movies also went well also. It just some like sci fi and actions creates a wavy background sound. I know watching the movies that i had downloaded at the time, it has a poor audio file and bad video quality. But the ones that i have on DVD has good audio and video quality.
