Bandwidth not divided equally

I have a 1mbps internet. (It's really * slow I know.)
Usually the bandwidth are divided equally; chrome browsing, torrent downloading, messaging programs, etc. But today I can't even reach 1kbps in torrent downloads, I updated my graphics card for 2 hours bc the speed is 60kbps, but when I test the speed, it's still 1mbps. I know it's weird I checked in task manager and I don't know where the rest of the bandwidth is going. I experienced a lot of problems on my PC today and I almost just fixed one of them. This is the other one.

May be your ISP throttling the torrent downloads you would need to contact them.

With all the torrenting going on, I would be surprised if ISPs don't do some kind of torrent throttling. Of course they call it network traffic management.
