is there any bandwidth shaping software for devices on a network that anyone knows of?

Yes there are, as part of a router/firewall OS. It a common feature on commercial equipment not so much on consumer grade appliances.

currently i am using netgear base qos settings which are having little effect on certain devices which hog bandwidth, is there a way around this?

No, QOS only prioritises certain types of traffic, it doesn't control the bandwidth they use.
