Question Banner on start screen

Starting yesterday I now have a banner across the lower part of my start screen. Referring to turning on the PC, and it is there on the screen where I enter my password. Lock screen or whatever you want to call it. As soon as I click my mouse on anything it disappears. I didn't do a Windows 10 update in the last day or 2. I set it to let me update when I want. I already checked to make sure I didn't get sneakily upgraded to Windows 11. Still on 10 Pro 22H2. The banners have things like weather, traffic, stocks, etc.

Check in Lock Screen settings. I think there is a slider or tick box for it.
The only setting I see in lock screen is the one that says get fun facts, tips and more from Windows and Cortana on your lock screen. It was already set to off. Any idea why this is happening now since I didn't update recently?
