Barcode scanner software

Is there any kind of barcode generator and printer that has just following possibilities:
1) Input of a random string (I also need some Serbian characters like "ć, č, š, ž") and encoding them into bar code
2) Reading them later with barcode scanner and just putting into an excel table

You will need a Unicode based software and printer for that, try contacting a company called Zebra. https://www.zebra.com/gb/en/products.html I have used this company a few times in jobs ive done.

Zebra, Datacard, HID, and many more if your encoding credit card style devices or more like paper solutions..
reading them is simple just get a card reader, office depot can sell those for cheap
