Bare minimum for server?

I plan on using this computer for hosting minecraft and rust servers. Is this alright if i can oc by a large margin? (above 4.2ghz) I will also have a spare water cooler i can strap onto the system.

Is this just an in-house host, or are you using it for friends online?
How many people will be on the server?

The server side doesn't seem to need to be clocked above stock, with a lightweight OS. The Minecraft server I'm on is actually a VM with one logical 2GHz processor with 4GB RAM, it runs smooth.
