Bare motherboard automatically powers on upon turning on PSU

i have this NEC motherboard and a generic 600w psu. What i cannot understand is that without anything on the motherboard it will turn on automatically without shorting the power button.. i know this because i attached the cpu fan and it is spinning. i already tried the paperclip technique on the psu that's why i know it was not the psu that is starting automatically.
is my motherboard dead already or maybe have some short circuit?
 
Solution
For proper operation you need at least a CPU and RAM, without them MB just doesn't know what to do so results are unpredictable. Most of the time they do not do anything but maybe light up LED on it.
