i was waiting to play Batman Arkham Knight since it came out but i've heard of some issue with the PC version... is it worth buying this game now ?

Assuming you have a good PC or it doesn't even matter. Its been fixed now, game will work fine or even great be updated with drivers and patches.

& question's wrong mate game is worth its price also check new Season of Infamy DLC on Steam for 314 INR.

Digital copies cost more for many reasons like they are updated,they might provide DLCs etc. also check again I don't think its that high on Steam you might have checked season pass.
Even with a physical copy containing 5 discs you need to download about 34gb of data excluding patches,if you are not wrong about Steam price buying a physical would be good as it will cost low, original price is 1499.

hmmm...USD14?...I think it is still ok, only 4 bucks more than USD10.
The game overall including the porting quality
The game runs better than it was during launch...still has severe hick-ups here and there but it is playable, assuming you have a strong enough PC.
