My Asus GL703GE came with an app that maintains the LiON battery charge at 60% for use when it stays plugged in continuously. Supposedly this will prolong the battery life. (It has other settings as well.) Are there similar apps for phones and other laptop brands, e.g., Dell?

Yes.
Dell has a Power Management App.
Many others have their own versions too, Samsung and Toshiba have battery management apps also.

Google Play does also have a limited amount of apps that can do this, but I believe they require the device to be rooted.

There is a paid app called Accubattery pro on play store and it is undoubtedly the best app i have used so far. It is rated 4.7 out of 5.

What it does is it shows you stats of your smartphone battery based on your use, like screen on time, screen off time, charging time, wear and tear per charge, etc and gives tips to keep the battery healthy.

From research, it's been proved that charging beyond 80% has adverse effect on the battery, so it emphasises on that and lets you set a battery % at which, once charged smartphone will beep to let you know it's time to disconnect.

It works for me and i recommend this app.

@Sagar_20 If you ever hear of an app that can keep a phone charged between 60 and 80% by automatically managing the charging function, let me know.
As I stated in my original post, there are - such as:

https://play.google.com/store/apps/details?id=com.slash.batterychargelimit
https://forum.xda-developers.com/apps/magisk/mcs-charging-controller-t3739371

But they require rooting of the device.

I also came across this: https://android.gadgethacks.com/how-to/set-charging-limit-your-android-device-avoid-excess-battery-wear-0176280/

Obviously changing phone registry and rooting the device is done at the owners risk.
