Can you borrow another charger of the same voltage output (19VDC is common) and plug polarity? Typically the plus terminal is the inner connector and the minus is the outer barrel, but always verify. Even a different brand should work unless the computer requires the charger to have a third connection for identity (many newer Dells).

If another charger doesn't help, you may have a battery with a shorted cell, or the jack where the charger plugs is broken or has come unsoldered from the circuit board.
