Battlefield 1 Lag/Freezes with GTX 1070

I bought a new pc about 2 month ago:

Part List:

  CPU Intel Core i5-6600K, 4x 3.50GHz, boxed ohne Kühler (BX80662I56600K)
  RAM Corsair Vengeance LPX weiß DIMM Kit 16GB, DDR4-3000, CL15-17-17-35 (CMK16GX4M2B3000C15W)
  GPU EVGA GeForce GTX 1070 FTW Gaming ACX 3.0, 8GB GDDR5, DVI, HDMI, 3x DisplayPort (08G-P4-6276-KR)
  PSU EVGA SuperNOVA G2 550 550W ATX 2.3 (220-G2-0550-Y3)
  Mainboard ASUS Z170-A (90MB0LS0-M0EAY0)
  CPU-Cooler EKL Alpenföhn Matterhorn White Edition Rev. C (84000000127)
  HDD Seagate Desktop HDD 1TB, SATA 6Gb/s (ST1000DM003)

Hope you can open/read the links cause i'm from austria. Maybe everything is in German...

But all in all i have Freezes at BF1. About every 5-10Minutes with a FreezeTime up to 8 Seconds.After about 20Minutes of Gaming BF1 it also stops sunning smoothly. (little lags)


Infos:
-GPU/CPU not Overclocked
-RAM with XMP Profile to 3000MHz
-Windows 7 64-bit (PowerSaveSettings-->Everytime MAX)
-Driver GPU: 375.70 Updatet with Geforce Experience
-BF1 on SSD installed
-BF1 Settings:

• 
  -individual/low/high = freezes anyway/only fps difference
  -GPU Storage Limit = Disabled

  Locked fps to 144 fps in the user.cfg

-Monitoring: MSI Afterburner/RiverTuner/HWMonitoring

In Game:

• 
  -Temps. are all normal, means: GPU=~56°C, CPU: ~50°C (Celsius)
  (EVGA GTX 1070 have VoltageSupply Temp Problems like seen in this Video: http://www.youtube.com/watch?v=URyG1OP8p8I)
  -Usage: 96-100% CPU usage/ 45-60% GPU usage
  -Framerate: 90-144fps
  -Everytime i get Freezes "Ex.Offset" makes a peak in the network graph.

Internet:


Little ADD:
Playing Overwatch on EPIC Settings (highest) on 1920x1080 with 144Hz--> 120fps/66-70°C
(in my opinion overwatch works normal with this gpu)

Everyone is having the same issues with the CPU usage. Still need to confirm if its the game too CPU intensive, or it just need a patch/upgrade.

But in my opinion not everyone has the same problem.

Talked to a Friend and he told me i should buy a bigger psu!
(fixed the problem for him)
If you want more information i can ask him!

Except if you're overclocking ,i don't see how a bigger PSU can affect the usage of the CPU usage.

I have solved the Problem by updating to Windows 10 (Pro)!

DX 12 is disabled but the game works perfectly fine!

Also H1Z1 works now! With Windows 7 the game didnt start!
