Battlefield 1 Major Performance issues

I have an i7 4790k and a GTX 1070 superclocked at 2 ghz, but still I can only play BF1 on all low at 100 fps.
I have friends with 760s that play on all ultra max settings and they get about 120 FPS.

One issue I have is that my cpu has never worked properly. It only ever uses 2 cores NEVER more. It sits at 3.6919 ghz even though the stock is 4 ghz and turbo is 4ghz. This is when playing as well. Any game I play. Any battlefield, any cod, GTA, you name it. This may be part of my FPS issue but IDK how to solve this problem.

I was extremely excited to play BF1 and I purchased this card specifically for it. My lack of FPS is very confusing and is ruining the game for me. I am thoroughly confused why my FPS is sooo bad.
 
If you are right and your CPU really does only use two cores (are you sure about that??) and the clock doesnt go above 3.7 you have problems.. could be a faulty PSU, CPU chip or damaged cpu socket. Do you have any under load stats/graphs you can post? From HWMonitor/TaskManager/Afterburner etc? Did you manually OC the graphics card?
 


I did not manually overclock the card. I use Intel Extreme Tuning Utility to monitor my usage and I can see the number of cores and the ghz used when I play.
 
Well first things first, forget about XTU lol. Its got more issues than a middle-aged divorcee.. Have you checked in Task Manager? You need to establish whether your CPU is working properly before anything else. Also, putting your BIOS back to default might be a good idea but be careful or you could mess up your OS install if you change certain settings like boot mode.
