Just to give you a point of reference I spent $1000 on my new build 3 weeks ago and i can run both games highest settings with anti-aliasing at 1920x1080 resolution. Not sure if it's the best value just for those games specifically. Specs are in sig.
i dont think thats the best value, a lot of other forums are saying how you can buy a good gaming computer for like 650
for $650 you can build a decent gaming computer, but you are looking to run bf3 at highest settings(skyrim doesn't take much). I have some headroom performance-wise but a $650 build isn't enough to run bf3 on highest unless you skimp out on everything except for the GPU. Even then I'm not sure if you could run BF3 on highest because it takes quite a beast of a computer to run.
I guess it would depend on what you think is "playable". at Ultra in bf3 you'd probably get on average 30-35 fps. In multiplayer this might not be enough. even the best single card gpu's don't really get much over 60 fps in bf3 since it's extremely graphically intensive.
The cheapest option for highest settings in battlefield 3 at a comfortable framerate would probably be 2 GTX 460's or 2 6850's. A 560ti would get you about the same performance as the 6950, but that's if you're ok with 30 fps average on highest settings no AA
Even the article that Tom's did basically concluded that if you want to run BF3 on ultra with everything maxed you need a crossfire or SLI setup a single card simply doesn't cut it. LINK
I could answer that question with a $100 build, a $1500 build and a $2000+ build. It onvolves knowing what performance you happy with and what ya budget is
