OP mentioned I7 and I am answering with what OP said in mind.
And bottom line is that I believe that investing into old GPU architecture is unwise right now, there is a lot of stuff going on in the GPU area in the next half a year - Mantle, DirectX update and Nvidia will most likely put out new stuff.
With all that in mind and considering that a single GTX680 is perfectly fine as it is in BF4, the most logical route for him will be just sticking FX-8350 in his rig and be done with it for now. This way is especially making sense since unlike in GPU case, there won't be any interesting high end releases in the next half a year.
Well he doesn't have to upgrade either of them yet. He technically doesn't have to do anything. But changing a card out for a slightly better one won't do much. And who knows how much Mantle will do, nothing has been announced, and developers have no knowledge about it yet. So only time will tell

And yes 11.2 is nice, but when will it be implemented. So in short without me continuing my blabbering, no upgrade required yet, wait for better deals.
