battlefield 4 running like garbage after clean install of 8.1

so lemme start from the beginning, battlefield 4 was running fine, before i upgraded my drivers to the most recent one's Nvdia 350.XX (the one's for gta5). I install the driver, then i had problems with BF4, i did a rollback to my old drivers the problem was still their, so i did a clean install of windows 8.1 and reverted back to my older drivers 347.09. The clean install fixed the problem.
now Im running into new problems :/
when i play BF4 now i get lag spikes. i never had this happen to me on the 347.09 drivers (before i installed 350.xx)
my gpu usage looks fine except the sudden drop in usage for a slight second, sometimes even my coreclock will drop in usage, im getting 70+ fps in multiplayer max settings 1920x1080p then ill get a sudden split second drop to the low 50s even lower then back to normal. this will happen manny times in a single round.
at this point the game is unplayable for me since it lags (im used to smooth gameplay)
I have tryed to do everything the same before the whole reinstall (unparking my cores ect..)
nothing is thermal throttling. gpu temps at max are 68c, cpu temps are in the high 30's-low 40's
I did overclock my gpu but it didn't help anything expect for high frames

system spec:
Fx-8320 3.5mhz
Msi gtx 770
asrock 990fx killer mobo
some 750w psu (forgot the name)
8gbs ram
windows 8.1 x64

another thing to add is i did not reinstall my game's, when i reinstalled windows

btw im gonna install the windows updates since i haven't done that yet. maybe these are causing the instability
 


yea it was windows making everything unstable, the game runs smooth now after all 41 updates 😀
