battlefield 4 stuttedering

for the last few weeks bf4 has been stuttedering on my pc and i see the in game graph for cpu spike up out of no were and i get stutter iv tired many things to get this fixed but i cant for the life of me geting it working plz help......... heres a video u can see a micro stutter at 1:09 watch the graph spike

Have you checked to see if origin in game is disabled?

i found out it was my cores being parked

windows 7 was parking my cores makeing my fps dip my game stutter and cpu spikes just unlock your core!!!!!!!
