Battlefield 4 Stuttering What is the reason?

So basically my BF4 lags a when I'm ADS with sniper, looking around or running. Basically doing new actions.
I will write my sys spec and can you tell me guys what should I improve?

CPU: i3-3210 @ 3.2Ghz
Ram: DDR3 4 Gb @ 1666Mhz
GPU: Geforce GTX 650 Ti 1 Gb
HDD: 500 Gb 7200rpm
OS: Windows 8.1 N 64bit
Running game in 720p everything on low

Do you have the latest graphics drivers installed? BF4 was very laggy/stuttery when it came out originally until drivers were released.

Have you tried unparking your cores, it's a VERY common problem for Battlefield 4 when the cores park and performance drops, and if not it may be your CPU not being that fast.

Download this http://coderbag.com/Programming-C/CPU-core-parking-manager and then set min CPU speed to 100% and it will unpark ALL of your CPU cores and leave your CPU running at max speed whenever possible.

Cores were already unparked before I even started playing Battlefield 4

Try limiting your FPS and also keep a good ping to a server, with a bad ping it often causes client lag as well (well it does for me) so try and keep your ping under 50ms for most servers, if that doesn't work try VSYNC it will give you slight input lag but it will stabilize your FPS and use less power.

So I did this. Unparked my CPU with suggested program, reinstalled latest nvidia drives, In GeForce experience optimized BF4 and ammazingly now It is running 1680x1050 with SSAO, Anti-aliasing Post High, Post procces quality Ultra and everything else low. And I'm getting >60 fps. Stuttering is gone for now I think. In match there was now and then a little fps drop but now it is running way better.
