Battlefield 4 virtually same FPS from low to Ultra.

I have very similar FPS when changing the settings from ULTRA to LOW and vice versa. I usually don't get lower then 44 fps and no higher than 124 fps depending where I'm looking and such. I've been keeping an eye on CPU and GPU usage and I notice all my 6 cores are being used equally and that my GPU usage is constant and the voltage and over clocks are stable.

What could be causing this? Is it just the game that needs better optimization?

Usually if a game's framerate doesn't change from Ultra down to the lowest settings, that's a sign that your CPU is a bottleneck. Try downloading both MSI Afterburner and HWiNFO and enable their On Screen Display to see how much of your CPU and GPU are being utilized. Although I think that CPU is a little outdated for BF4. For a comparison, I could run BF4 on all low with an FX-8320 and a GTX 460 and I was getting 60-100 fps.
The difference between FPS when you're looking at the ground and during a huge firefight should differ greatly. You really can't compare the two. You'll need to compare similar test environments within multiplayer to confirm if there is a difference or not.
 
I have and did test that. I thought I mentioned that. Anyway, I averagely get 60+ fps but I keep getting stutters and drops down to 44 fps on ULTRA/HIGH/MEDIUM/LOW settings it doesn't matter I get the same drops every time in the game and no matter the settings. This usually happens during big battles in open areas or if I'm watching a battle from afar I can see it drop or even if I just run around I get these drops randomly I can't seem to keep a constant FPS and it seems many many people have this same problem. I have already done the core parking fix and it did give me improvements but they weren't significant.

I have monitored my GPU and CPU for everything from voltage to usage. I have ran Prime95 on my OC 1090T for over 16 hours and I have ran countless burn tests and ran Heaven benchmark 4 and 3dmark11 many times on extreme settings and everything is for sure 110% stable.
 
maybe it's battlefields fault, there have been recoded tons of bugs and problems with the games but fixoes wont come before they released mantle. that could also help you when itäs released. maybe one of your ram sticks is failing making you only use 4gb which is not enough for the cpu making it bottleneck your gpu. Or maybe the ram slot in the mobo is broken or not completely attached. i had this problem and everything was very slow. thats my guesses, i hope it works out for you.
