So basically I came across this vid:

The dude has a very nice FPS with his spec. The question is why I having almost the same spec but can not reach such fps rates.

My specs:

GTX 1070 8G
I7 7700k
16 GB RAM 2400
Z270

Is it CPU temperature? Is it CPU MHz? Please advise.

My GPU temp is around 60-65 C, however, CPU temp is around 80 C under the load.

Your temps are ok. Could be a driver issue. Try doing a clean uninstall of the drivers. Use the DDU tool below in safe mode to remove the drivers, then download the current drivers from Nvidia.
