My computer goes to the following blue screen immediately whenever I start my computer:

Your PC/Device needs to be repaired.

The boot configuration data file doesn't contain valid information for an operating system.

File:\BCD
Errorcode: 0xc0000098

Press F1 to enter Recovery Environment
Press Esc for UEFI Firmware settings

Here the steps I've taken in trying to fix this issue:

1. I pressed F1 to enter into the recovery environment

2. I inserted my USB that I formatted with the Windows Media Creation Tool for windows 10

3. I selected the "Use a device option" and selected "UEFI: Removable Device". This leads me back to a boot screen and then into a windows installation screen.

4. After clicking next and clicking "Repair Your Computer", I select troubleshooting this time and click on Command Prompt

5. In Command Prompt, I enter "bootrec / rebuildBCD" and I get the following result:

Successfully scanned Windows installations.
Total identified Windows installations: 1
[1] C:\Windows
Add installation to boot list? Yes(Y)/No(N)/All(A):

At this point when I try and enter "Yes", "yes", "Y", or "y" I am greeted with the following line:
"The system cannot find the path specified."

What should I do now? I've been following what other posts on this website and other websites say on fixing this issue, since i don't know too in-depth about computers.

Solution
If your worried about your data then plug that drive externally on another computer and get the files you want from it off first, that way your are guaranteed not to loose any data, though it rarely happens with a reinstall.

I'm hoping to be able to reach my files, and I believe that re-installing windows will wipe my hard drive clean. I can't remember my windows license key even if I did try to reinstall.

You didn't bother to back up ? Ooops! There is an easy way and a hard way out of this, IMHO. Take the drive to a computer that works, leach the files you want to keep and then reinstall windows. If there was a licence to begin with, a new installation will not disturb it.
The hard way is to look around for a solution for an intractable problem.
