Hello.

My question is that, this power supply (Be Quiet 350W L8 with one PCI-E 6+2 pin ) will be sufficient to power gtx 1060 3Gb ?

My config: i3 4330 + 2x4 Gb RAM, 1SSD, 1HDD

I found reviews and test on the internet that suggest, GTX 1060 with rest components charge around 220-230W (with i7).

So I deduced that my PSU will work on ~70% of power.

My PSU have 2 rails, with 18 amps on every rail, total power on 12v is 324W.

Please correct me if i wrong. Regards.

Solution
Well, I would be hesitant. 450W is the required minimum. And 2 x 18amp +12V rails is not really enough either.
However... if the GTX 1060 3GB card has only a single 6-pin header and since the i3 is a power-sipping CPU, you might get lucky if you don't OC. This Evga GTX 1060 3GB that I have doesn't use much power: http://www.evga.com/Products/Product.aspx?pn=03G-P4-6160-KR
Read the requirements under details. It suggests a 400W min, and it states the card can use up to 120W (TDP).

Solution
No. That will not work. You should really get at least 650w because they lose power over time and on boot and under load you'll have spikes. You will be very sad if you don't have enough wattage. Not to mention power supplies of the low of a wattage tend to be crap.
