Question been out of the pc world a few years and would like to upgrade

Its been a good 4-5 years since I last was really into computers. I used to keep up with everything and well I just haven't for a few years. (mainly CPU's)

My rig is from 2015 with the latest upgrade being earlier this year. I got a ROG RX 580.

My current rig is this.

Im looking to upgrade so I can play all modern day games in 1440P (any recommendations on a good 1440p monitor wold help me too)

Right now in games like insurgency sandstorm ill get FPS drop and when I used to play VR I would too. I sold my vive but I am looking to get the Valve Index sometime in the future.

I'm not sure on what im looking to spend. I was going to save up for what I needed to meet my requirements. But at the same time im not looking to spend a ton.
